Condoms are not fool proof, either in preventing conception or preventing the transmission of HIV. They are also largely irrelevant in the sexual transmission of hepatitis C, since the concentration of HCV in semen is too low to transmit the virus. In fact there are circumstances in which condoms are implicated in the transmission. PrEP on the other hand has been demonstrated to be clinically more effective than condoms at stopping the transmission of HIV and is popular and easy to use.
