It's about time. To the loco who posted the other comment the list is for people who should be tested regardless of local occurance. Read the article not just skim it. Most local occurances are well above the percentage. The medical establishment is still crazy about storing blood and that blood comes mostly from the homeless. People are as carefully with blood donations as with bottled water.
