Some things you didn't mention -- there is another SSP within walking distance of HACHR. In spite of TWO SSPs, the Hep C rate is not going down. HACHR applied for funds for disposal, stating that improperly discarded syringes are subject to misuse and reuse. And then HACHR misstated about how many syringes it got back. HACHR came into existence with one SSP already operating...syringe litter was almost non-existent before HACHR. And HACHRs noncooperation & self-aggrandizement are legendary.
