Well, in aspect, this would be a good idea, but I don't think it will work. Being a ex meth addict, I know that needle users and pipe smokers are 2 different types of tweekers. Needle users are a different breed altogether. The high that you would get from injecting doesn't even compare. I myself would never use a needle because I know once u inject, it's rare that you will be able to be satisfied by smoking. Funding would be better spent on a needle exchange
