Yes! In fact proper condom usage is greater than 99.9% effective at preventing the spread of HIV. This article is misleading at best and intentionally spreading false information at its worst. Do the brakes on your car always stop the car? Not if the driver doesn't push the brake peddle. Does your oven always cook a roast? Not if you don't turn the oven on. Can a cell phone always make calls? Not if you don't keep it charged. Don't blame the condom because it wasn't used (properly)
