The president was touting this potential therapy---and that's all he did, btw---and then the article references a number of times the potential benefits of researching this therapy. Allow the president to OFFER hope in the midst of this terrible crisis.
Of course, HIV advocates were not so cautious with unproven drugs when AIDS was concerned. Demand for immediate compassionate use was very loud and strong, putting the trials needed first caution largely aside. Why is it different now?! So we can spite the president Trump?! Shameful political silliness or total disregard for the life threatening condition of severe COVID-19 cases, mostly older people with a slew of old age illnesses. I’d say put the partisanship aside and advocate the drugs use.
As a side note, another anti-malaria drug, Mefloquine has anecdotal efficacy against the JC-virus, which affects some severely immuno-compromised people and was relatively common in the pre-ART era of HIV/Aids resulting in severe brain deat. There is no such evidence Covid-19 and there is a significant chemical difference with chloroquine and hydroxyquine. Yet it is interesting how these types of drugs against a parasite can also work against some viruses by different mechanism of action.
I have been prescribed this drug in the past, as a treatment for a blood disorder I have known as porphyria. IT IS NOT PRETTY.

I regularly rely on POZ for expanding my knowledge on issues that affect me as an HIV positive man. What I don't do is look for identity politics reporting. It seems more and more, that's what POZ disseminates.
